PAVELIC’S LAPD RESIGNATION
FRAMING A FACTUALLY INNOCENT MAN
I essentially “resigned” from the Los Angeles Police Department on January 7, 1992, because the LAPD Southwest Sexual Assault Unit knowingly persecuted a factually innocent African American man for multiple rapes, that included the sexual assault of a Caucasian student attending University of Southern California. In the past, the LAPD management grudgingly “allowed” me to exonerate citizens who were innocent, guiltless, falsely arrested and or framed by LAPD, especially minorities and non English speaking immigrants. However, in this highly publicized case involving an innocent African American “serial rapist” and a white USC student, the line in the sand was drawn. I was not about to permit the USC educated prosecutors and USC schooled LAPD “brass” to condemn a factually innocent man and let him languish in California gulag for the rest of his life. It was not the first and it would not be the last Pavelic v. LAPD battle that would be litigated in the interest of justice.
To free an innocent man is a daunting task and I was hellbent in provoking the help of anyone (especially the New York Times and The Los Angeles Times) alleging the same message, over and over again, that the disciplinary system under the leadership of Chief Daryl Gates (a USC graduate) lacked legitimacy and sent a deplorable signal to others on the force that it was OK to frame people (especially African Americans and Hispanics), falsify official investigations, violate the LAPD manual, discredit the Code of Ethics and be dishonest, as long it “benefitted” the LAPD and a handful of LADA prosecutors, whose loyalty to University of Southern California was more important than their oath of office.
Having already publically criticized Chief Daryl Gates inĀ the beating of Rodney King, over the ensuing weeks and months I met privately with several prominent Los Angeles “movers and shakers” to make sure that Chief Gates was held accountable for his mismanagement of the Los Angeles Police Department. I was told in no uncertain terms to be patient and that Chief Gates days would be numbered.
In March of 1992, I forced the Los Angeles Police Department and the Los Angeles District Attorney’s Office to dismiss all charges against the “USC serial rapist” and shortly thereafter Chief Gates was given an ultimatum to “voluntarily” resign or face the consequences for corruptly mismanaging the Los Angeles Police Department.
On June 9, 1992, Los Angeles Councilman Zev Yaroslavsky was quoted in the Los Angeles Times as making the following comment about Chief Gates; “….I have never dealt with a sicker mind, and a more outrageous personality, megalomaniacal personality, than this man, who has a problem recognizing what the truth is. He has left the Los Angeles Police Department in a total shambles. He has left this city in a total lurch…”
Eight months after Chief Daryl Gates was ousted from office, I was quietly granted a medical pension for bronchial asthma, which I proved was induced and or exacerbated by Chief Gates and his corrupt managers.
